On June 17, 2024, Ontario took a significant step to address the growing demand for early childhood educators and assistants by issuing targeted invitations to apply through the Ontario Immigrant Nominee Program (OINP). This latest round of invitations focuses on two streams under the Employer Job Offer category: the Foreign Worker stream and the International Student stream.
A total of 106 invitations were extended to potential candidates who may qualify under the National Occupational Classification (NOC) 42202 for Early Childhood Educators and Assistants. These candidates were selected from the Expression of Interest (EOI) system pool.
In addition, 84 invitations were sent to candidates who may qualify under the NOC 42202 for Early Childhood Educators and Assistants through the Employer Job Offer: International Student stream. This initiative is part of Ontario’s strategy to leverage the skills and qualifications of international students who have completed their education in Canada.

The Employer Job Offer: Foreign Worker stream gives foreign workers with a job offer in a skilled occupation the opportunity to apply to permanently live and work in Ontario.
To be eligible, you must have a valid job offer from an Ontario employer, be residing abroad at the time of application, or be working or studying in Canada on a valid permit.
Your job offer must be in a skilled occupation at TEER (Training, Education, Experience and Responsibilities) category 0, 1, 2 or 3 of the National Occupational Classification (NOC).
TEER categories are based on factors such as education, experience level, and specific job duties.
This stream is open to foreign workers in and outside of Canada.
Note that certain occupations in the NOC are not eligible under this stream, such as those in the healthcare industry.
You must first register in the OINP’s Expression of Interest System and receive an invitation to apply before you can apply online to be nominated by the Ontario government for permanent residence.
The Expression of Interest System requires you to provide information about your work experience, education, language skills and other details in order to be considered for a invitation to apply.
If you are nominated, your next step is to apply to the federal government through Immigration, Refugees and Citizenship Canada (IRCC).
It is important to note that nomination from the province does not guarantee permanent residency in Canada.

The Employer Job Offer: International Student stream provides international students with a job offer in a skilled occupation the opportunity to apply to permanently live and work in Ontario. Your job offer must be in a skilled occupation at TEER (Training, Education, Experience, and Responsibilities) category 0, 1, 2, or 3 of the National Occupational Classification (NOC). This stream is open to international students inside and outside of Canada. In addition to the job offer, you must also meet other eligibility requirements such as language proficiency and education level.
The specific requirements can vary depending on the TEER category of your job offer. Work experience is not a mandatory criterion under this stream. You must first register in the OINP’s Expression of Interest System and receive an invitation to apply before you can apply online to be nominated by the Ontario government for permanent residence. If you are nominated, your next step is to apply to the federal government through Immigration, Refugees and Citizenship Canada. The OINP Express Entry stream is another option for international students who want to stay in Ontario permanently. This stream is aligned with the federal Express Entry system, which manages applications for permanent residence from skilled workers. They make the final decision on who becomes a permanent resident.
