The Ontario Immigrant Nominee Program (OINP) is an economic immigration program run by the province of Ontario in partnership with the Government of Canada, specifically Immigration, Refugees and Citizenship Canada (IRCC). Individuals who possess the necessary skills, experience, and education, such as foreign workers and international students, may apply to the OINP for a nomination. The OINP identifies and nominates permanent residency candidates who possess skills and experiences that the Ontario economy requires. The Government of Canada has the final authority to approve applications for permanent residency.
Understand Ontario PNP Streams
The Ontario Immigrant Nominee Program (OINP) uses two entry systems to manage applications effectively. Before you apply to the program, you are required to complete registration in either the Expression of Interest system or the Express Entry system to inform the OINP of your intention and request an invitation to apply. The OINP offers nine sub-streams for skilled workers under two major streams.
The Ontario Expression of Interest (EOI) stream is a system used by the Ontario Immigrant Nominee Program (OINP) to manage applications for several immigration streams. Prospective candidates express their interest in applying by registering an EOI, which allows the OINP to gather essential information and rank applicants based on criteria such as education, language proficiency, work experience, and other factors relevant to employment prospects. Employer Job Offer: Foreign Worker stream
Foreign workers with a job offer in a skilled occupation can apply to permanently live and work in Ontario. To be eligible, you must have a valid job offer from an Ontario employer and be skilled in NOC categories 0, 1, 2, or 3. Certain healthcare occupations are not eligible. This stream is open to foreign workers in and outside of Canada.
Employer Job Offer: International Student stream
This stream enables international students having a job offer in a skilled occupation to apply for permanent residency in Ontario. The job offer must belong to skilled occupation categories 0, 1, 2, or 3 of the National Occupational Classification (NOC). Both inside and outside of Canada-based international students can apply, but they need to have a minimum of 9 months of work experience within the last 3 years to be eligible for this stream.
Employer Job Offer: In-Demand Skills stream
Foreign workers with a specific job offer in Ontario's in-demand occupations such as agriculture and construction can apply to permanently live and work in Ontario through the Employer Job Offer: In-Demand Skills stream. This stream is available to foreign workers both within and outside of Canada.
Masters Graduate stream
The Ontario Masters Graduate Stream is a pathway under the Ontario Immigrant Nominee Program (OINP) designed for international graduates who have earned a master's degree from an eligible Ontario university. This stream provides an opportunity for these graduates to apply for permanent residency in Ontario, allowing them to live and work in the province.
PhD Graduate stream
The PhD Graduate stream is an immigration pathway under the Ontario Immigrant Nominee Program (OINP) specifically tailored for international graduates who have completed a PhD degree from an eligible Ontario university. This stream enables these graduates to apply for permanent residency in Ontario, granting them the opportunity to live and work in the province.
Ontario’s Express Entry stream uses the federal Express Entry system for certain immigration streams. Candidates must receive a notification of interest from OINP and have an updated profile in the EEs system with their work experience, language test results, and education. Registration in EEs is required but doesn’t mean applying for OINP or permanent residency. An invitation is needed to proceed.

French-Speaking Skilled Worker stream

Human Capital Priorities stream
Skilled workers can apply for permanent residency in Ontario through the Express Entry Human Capital Priorities stream without a job offer. This requires work experience, language proficiency, education, and a Notification of Interest from Ontario through the Express Entry system. Additionally, you must hold a Canadian bachelor’s, master’s, or PhD degree (or an equivalent from another country) and demonstrate competency in either English or French at a Canadian Language Benchmark (CLB) level 7 or higher.
Skilled trade stream
Ontario's Skilled Trades Stream is an immigration program for foreign workers with trades experience in Ontario. It gives them the chance to apply for permanent residence and work in Ontario. To apply, you need to have a valid profile in the Express Entry system, be living in Ontario with a work permit, and meet language requirements of minimum CLB 5 or more.
